Dean Radish on "[Plugin: WP-Filebase Download Manager] Allow everyone to view file but restrict access to upload"

Hello,
On my site, users browse anonymously and I want them to be able to view/download files in all categories.
I also want to restrict the ability to add a file to a category to Administrators and Editors only.
The 'Access Permission' setting for Category can be used to meet either the first or second requirement but not both.
I can remove the 'upload_files' capability for Contributors and Authors but this also stops uploads of images to the Media Library.
Is there another way to achieve both my requirements?
