Setting the "always force download doesn't work properly for me - it's really hit-and-miss. Does it only work on files downloaded after it's been set? Clearing it and setting it again means that (for me at least) files already uploaded are streamed instead of being supplied as attachments.
Adding the .htaccess file described above in the WP root directory worked though (without the repeated > at the end.)
