I don't know any proper way to contionally load CSS files.
The problem is that it should be placed in the header, but its complex a complex task to predict if the stylesheet is actually needed.
Files can be displayed with shortcodes, in Widgets or a custom template.
An option for disabling wp-filebase.css is the only way that makes sense. I will add this in the next update.
