especially this last item written by Mr. Takayuki Miyoshi, the author of the plugin Contact Form 7.

The creator of the wpfile-based needs to fix the plugin because there are design flaws causing this issue.

It calls do_action('admin_init') where it shouldn't. Tell this to them and ask fixing it.
